Can I stop you right there?

GGF WGs, as I understand it, work in public. So even the very first rough
draft of a document, even if the WG subsequently decides not to adopt
it, needs to be public. So in fact it seems to me entirely normal
that individual submissions, such as these two, should be posted on
the GGF web site without restriction, as long as it's easily possible to
tell (e.g. from a naming convention) that they *are* individual submissions 
rather than WG drafts in progress. Otherwise, we have no way to bootstrap 
public discussion.

The very worst solution is posting long documents to mailing lists, and
I thank the authors in this case for not doing so.
