Reading over the document, I came up with the following comments:

par. 1, page 5, "With the proposed nomenclature..", is unclear. I would 
replace the phrase (in the 1st sentence) "classified and published" with 
"classified according to both their methodology and the 
characteristic(s) that they measure". I would also remove the word 
"Other" from the beginning of the next sentence.

par 1., section 4.4, needs some rewording to be more clear. I would 
start a new paragraph after the word "interchangeable":
"It is of course possible to use measurements of other characteristics 
to derive the values of a given characteristic. For example, available 
bandwidth can be defined in terms of two other characteristics, capacity 
and utilization (using utilization in the general sense of "traffic 
utilizing the path"). Available bandwidth can also be measured directly 
by.. <rest of text the same>.
