characteristics document comment

I haven't re-read the whole thing, yet.  I do have one comment, though, 
that we need a paragraph in the introduction (probably merged in with the 
existing last paragraph) that says something along the lines of:

This document represents a significant amount of work from those 
participating in the NMWG's meetings on an agreed-upon community practice 
for describing network measurements.  As such, we believe it has the 
support of the measurement community.  We recognize, however, that the true 
test of such a standard is its usefulness, proven in the development of 
implementations based upon that standard.  We anticipate that changes will 
be required based on those experiences and anticipate a revision of this 
document to be produced based on those experiences and will be submitted as 
a formal GFD-R.
