Hierarchy document?

Hi folks,

I remember from GGF7 that the hierarchy document was "about finished"
and is to be submitted for the review process.

However, I haven't heard about the document since. (Also, on wednesday's
conference call, there was nobody who knew precisely.)

So, who "has" the current version? (Richard?)
How can we get it done 100% and send it out?
