[nm-wg] delay/loss related RFC's

I mentioned some RFC's on the call:

   RFC2679 A One-way Delay Metric for IPPM

   RFC2680 A One-way Packet Loss Metric for IPPM

And also perhaps useful:

   RFC2330 Framework for IP Performance Metrics

I believe we should at least begin with the RFC's as a starting point.
If there are specific reasons to depart from the RFC's than we can
discuss doing that. But a lot of very smart people have reviewed these,
and it seems foolish to me for us to not at least start with this work.
