[nm-wg] updated report schemas

Hi all,

I've updated the schema tarball online, along with the colorized version 
and the "usage" notes page. The current version works (at least to a 
first approximation) with the CVS versions of the Python tooling (ZSI). 
A sample client/server program and Makefile are included in the tarball.

To merge the schemas, I think we're going to need CVS. I can run a 
pserver at LBL unless anyone else has a better idea.
