[nm-wg] GHPN network services document

Hi folks,

As some of you may be aware, the Grid High Performance Networking Research
Group have undertaken to produce a document concerning Grid network
services. In advance of GGF10, an initial draft can be found on the group's
GridForge site at:

The document includes a first attempt by Paul and I to define requirements
for "network information" and "network monitoring" services (sections 3.3.3
and 3.3.4).

Please feel free to ask any questions, or make any comments/criticisms.
Hopefully there'll be some good interaction with GHPN in Berlin.
